Every treatment of a food-producing animal creates a second obligation alongside the clinical one: for a defined period afterwards, what that animal produces cannot be sold. The interval is called the withdrawal period, and it is one of the few numbers in veterinary practice that is not a matter of judgement at all. It is measured, it is printed on the product, and it belongs to that product alone.

What a withdrawal period is
A withdrawal period is the minimum time that must pass between the last administration of a veterinary medicine to an animal and the moment produce from that animal — meat and offal, milk, eggs, or honey — may be placed on the market for human consumption.
The reason it exists is that a medicine does not leave the body the instant it stops working. Residues of the active substance and its metabolites persist in tissue, are excreted in milk, and are deposited in developing eggs. The withdrawal period is the waiting time that brings those residues down to a level agreed to be safe in food.
That level has a name: the maximum residue limit, or MRL. It is set by toxicological assessment — an acceptable daily intake is established for the substance, then allocated across the foods a person might eat — and it is set per substance and per tissue, so the limit in liver is not the limit in muscle. Internationally, Codex Alimentarius publishes MRLs agreed through the FAO and WHO; the European Union, the United States, the United Kingdom and other jurisdictions each maintain their own lists, which overlap heavily but not perfectly.
How the length of a withdrawal period is calculated
The withdrawal period is the output of a study, not of a rule of thumb.
The sequence is the same across regulatory systems. Animals are treated at the dose and by the route being applied for. Groups are slaughtered, milked or sampled at intervals afterwards, and the marker residue is measured in each relevant tissue. The resulting depletion curve is analysed statistically — not by taking the average animal, but by taking an upper confidence limit that covers the slower-clearing individuals. The point at which that limit falls below the MRL is extended by a safety margin and rounded up to a whole day, or for milk to a whole number of milkings.
Three consequences follow directly from that method, and they explain most of the confusion this subject attracts:
- The period is specific to the formulation. A long-acting injectable is designed to release its active substance slowly, which is the whole point of the product and also the reason its withdrawal period is long.
- The period is specific to the species, because clearance differs by physiology. The same substance in cattle and in sheep is two separate figures.
- The period is specific to the route and dose studied. Administering by a different route, or at a different amount, puts the animal outside the conditions the figure was measured under.
Why the same active substance carries different periods
Nothing illustrates the point better than one substance in several presentations. The pattern below is typical of what appears on approved labelling — the exact figures belong to each individual product and must be read from it.

The last row hides a common error. With group medication the clock starts when the medicated feed or water is removed, not when the course began — and residual medicated feed in a hopper, or a treated line that has not been flushed, keeps the clock from starting at all.
Meat, milk and eggs are counted differently
Each edible product carries its own figure on the label, and each is counted in its own currency.
Meat and offal are stated in days from the last administration. The controlling tissue is often liver or kidney rather than muscle, because residues concentrate where a substance is metabolised or excreted — which is why the number can look long relative to how quickly an animal appears clinically normal.
Milk is stated in hours, or as a number of milkings, from the last administration. The milking count is the more robust form on a working farm because it survives an irregular milking interval. In a bulk-tank system this figure has an outsized financial weight: milk from one treated cow entering the tank makes the entire tank’s contents non-compliant, and a residue-positive tank is typically rejected in full.
Eggs are stated in days, and they behave differently from the other two. A yolk does not form on the day it is laid — it develops in the ovary over a period of days, taking up substances circulating in the hen during that window. Residues can therefore appear in eggs laid well after treatment stopped, which is exactly why an egg withdrawal period is a measured figure and not an inference from how quickly the bird recovers.
Zero days is a real value, and it is not the same as blank. A product may be authorised with a withdrawal period of zero, meaning produce may be sold without waiting. A product with no stated period for a species was never authorised for that species, and treating that animal puts you outside the authorisation entirely — which is a decision for a veterinarian, taken under the rules your country applies to off-label use.
When a product is used outside its authorisation
No jurisdiction can authorise every substance for every species, so most provide a legal route for a veterinarian to treat outside the authorisation when nothing suitable is available — often called the cascade. Because there is no measured withdrawal period for that combination, the law substitutes statutory minimums.
In the European Union, Regulation (EU) 2019/6 sets those minimums for food-producing animals: 7 days for eggs, 7 days for milk, 28 days for meat from poultry and mammals, and 500 degree-days for fish. Degree-days are the sum of daily water temperatures, which is how a cold-water fish gets a longer wait than a warm-water one from the same rule. Other jurisdictions apply comparable schemes with their own figures; the United Kingdom, the United States and Canada each publish their own, and the veterinarian applying the exemption is responsible for the interval and for recording it.
The records that make the system work
A withdrawal period is only as good as the ability to say which animal received what and when.
The medicine record kept on the holding — the treatment register, the medicine book, whatever it is called locally — is what turns a printed number into an enforceable one. In most systems it must show the date, the animal or group identity, the product, the batch, the amount, the route, the person who administered it and the withdrawal period that applies. Alongside it, physical identification of treated animals is what prevents the ordinary failure mode: not ignorance of the rule, but a relief milker who did not know which cow to divert.

Two habits remove most of this. Write the date the withdrawal period ends on the record, not the number of days — a date requires no arithmetic under pressure. And mark the animal in a way that outlasts the interval, since a period measured in weeks will outlive a leg band or a stripe of spray.
